In seeking to
gain or retain a legislative party majority, how should
congressional party leaders play politics and pursue policy in
Congress in preparation for the next election? This study asks: can
we find the key to congressional party strategy in the debate
between James Madison and Woodrow Wilson over the nature of Congress
and the separation of powers?
